The Southern California wildfires have been devastating for families and<br \/>\ncommunities, far beyond the loss of property, and the FAIR Plan is actively<br \/>\nmanaging and paying claims.<\/p>\n<p><strong>Wildfire Exposure<\/strong><br \/>\nInitial estimates approximate that about 22% of the structures in the CAL FIRE<br \/>\nincident map for the Pacific Palisades Fire are covered by the FAIR Plan, and<br \/>\napproximately 12% of the structures in the CAL FIRE incident map for the Eaton<br \/>\nFire are covered by the FAIR Plan.<\/p>\n<p>The FAIR Plan has a total potential exposure of over $4 billion for the Pacific<br \/>\nPalisades Fire, and a total potential exposure of over $775 million for the Eaton<br \/>\nFire, according to the CAL FIRE incident maps. These numbers are developing as<br \/>\nmore information is gathered.<\/p>\n<p>While each fire is unique, for context, actual claims following a fire have<br \/>\nhistorically represented, on average, about 31% of the total exposure in that area.<br \/>\nPlease note that some fires are substantially higher or substantially lower than this<br \/>\nhistorical benchmark.<\/p>\n<p>It is important to note that \u201cexposure\u201d does not equal \u201closs.\u201d Exposure means the<br \/>\ntotal amount of insurance for a particular property or group of properties. It does<br \/>\nnot equate to the number of claims made or the anticipated claims and expense<br \/>\npayments related to those claims.<\/p>\n<p><strong>Managing Claims<\/strong><\/p>\n<p>The FAIR Plan has received over 3,600 claims. Claims vary according to the type<br \/>\nand amount of coverage and loss.<\/p>\n<p>Once a claim is received by the FAIR Plan, an adjuster will contact the customer as<br \/>\nsoon as possible. We are actively reaching out to policyholders in the order in<br \/>\nwhich claims were received. The FAIR Plan is increasing staffing levels to help<br \/>\nprocess claims.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Submitting a Claim<\/strong><br \/>\nWe encourage affected customers to submit a claim anytime on our website at<br \/>\n<a href=\"https:\/\/www.cfpnet.com\/es\/\">www.CFPnet.com.<\/a> If customers have questions and\/or difficulty submitting a<br \/>\nclaim online, they can call 800-339-4099. Customers can also work with their<br \/>\nbroker to submit a claim on their behalf.<\/p>\n<p>More information about submitting a claim and what to expect after doing so is<br \/>\navailable at <a href=\"https:\/\/www.cfpnet.com\/es\/claims\/\">https:\/\/www.cfpnet.com\/claims\/.<\/a><\/p>\n<p><strong>All Covered Claims Will be Paid<\/strong><br \/>\nThe FAIR Plan, a not-for-profit catastrophe insurer, has the payment mechanisms<br \/>\nin place to ensure all covered claims will be paid. The FAIR Plan operates on a<br \/>\ncash-in, cash-out basis, meaning its financial situation evolves daily. We<br \/>\ncontinually monitor our financial position and whether we will need to tap into<br \/>\navailable payment mechanisms to ensure all claims are paid. The situation is<br \/>\nongoing and remains fluid.<\/p>\n<p><strong>Payment Mechanisms<\/strong><br \/>\n<span style=\"text-decoration: underline;\">Prioritizing Available Funding<\/span><br \/>\nThe FAIR Plan is responsibly prioritizing available funding to pay claims and<br \/>\nexpenses arising out of the Southern California wildfires. The FAIR Plan monitors<br \/>\nits financial position daily, evaluating cash on hand, which includes surplus funds<br \/>\nas well as other funds typically reserved for liabilities, such as loss reserves and<br \/>\nexpenses.<\/p>\n<p><span style=\"text-decoration: underline;\">Reinsurance<\/span><br \/>\nThe FAIR Plan also has reinsurance available to help pay claims. Reinsurance,<br \/>\nwhich is akin to \u201cinsurance for insurance companies,\u201d is a common and prudent<br \/>\nbusiness practice that helps insurers responsibly manage their financial risk by<br \/>\nsharing it with other insurers.<\/p>\n<p>For the Pacific Palisades and Eaton fires, subject to certain conditions, the FAIR<br \/>\nPlan is able to access reinsurance once the first $900 million in claims are<br \/>\nincurred, similar to meeting a deductible. Reinsurance can be fully accessed for<br \/>\nthe next $350 million of claims payments, subject to certain conditions. After this<br \/>\ninitial $1.25 billion, there are various levels and percentages of co-insurance<br \/>\n(similar to a co-pay percentage) between reinsurance and the FAIR Plan or<br \/>\nadmitted market insurers \u2013 up to a total of $5.78 billion, shared between<br \/>\nreinsurers and the FAIR Plan, subject to certain conditions.<\/p>\n<p><span style=\"text-decoration: underline;\">Assessment<\/span><br \/>\nIn addition to reinsurance, another payment mechanism available to the FAIR Plan<br \/>\nis a market assessment. By statute, the FAIR Plan, with the approval of the<br \/>\nCalifornia Insurance Commissioner, has the right to assess all admitted insurers<br \/>\nlicensed to sell and selling property insurance in California to help pay for FAIR<br \/>\nPlan losses. If there is an assessment, according to statute, it would be based on<br \/>\neach insurer\u2019s California market share from two years ago. The last time the FAIR<br \/>\nPlan issued an assessment was in 1994.<\/p>\n<p>The FAIR Plan has not yet asked the California Insurance Commissioner for an<br \/>\nassessment in response to the Southern California fires. We continually monitor<br \/>\nour financial position and whether we will need to request that an assessment be<br \/>\nissued.<\/p>\n<p>If an assessment is issued, the FAIR Plan does not have a role in determining how<br \/>\ninsurers manage costs associated with the assessment.<br \/>\nWhile the situation is ongoing and fluid, the FAIR Plan remains vigilant in working<br \/>\nwith its customers in these challenging times.<\/p>\n<p><span style=\"text-decoration: underline;\">Assembly Bill 226<\/span><br \/>\nThe FAIR Plan supports Assembly Bill 226, introduced on January 9, 2025, by<br \/>\nAssemblymembers Lisa Calderon and David Alvarez, which would authorize FAIR<br \/>\nPlan access to bonds, loans, and lines of credit as approved by the California<br \/>\nDepartment of Insurance.<\/p>\n<p>We appreciate the collaboration with the Governor\u2019s Office, California Legislature,<br \/>\nCalifornia Department of Insurance and stakeholders in helping to ensure the<br \/>\nstability of the insurance market.<\/p>\n<p><em>The above information can be attributed to the California FAIR Plan.<\/em><\/p>\n<p>&nbsp;<\/p>\n<p>###<\/p>\n<p>&nbsp;<\/p>\n<p><strong>About the FAIR Plan<\/strong><br \/>\nThe FAIR Plan is a private association comprised of all insurers licensed to<br \/>\nwrite property insurance in California and is funded primarily through the<br \/>\npolicies it sells to customers. The FAIR Plan is not a state agency and is not<br \/>\nfunded by the state or other public agencies.<\/p>\n<p>The FAIR Plan offers basic property insurance for all Californians who cannot<br \/>\naccess coverage in the voluntary insurance marketplace.
